Index-Based Agricultural Insurance Development Programme in Côte d’Ivoire

OBJECTIVES:

To strengthen the financial protection and resilience of smallholder rice producers in Côte d’Ivoire against climate-related risks by implementing an innovative index-based agricultural insurance scheme that facilitates quick and transparent indemnification, promotes climate-smart agricultural practices, and improves farmers’ access to financial services.

INNOVATIVE FEATURES:

  • First large-scale use of index-based agricultural insurance as an agricultural input, similar to seeds or fertilisers.

  • Personalized “service card” for each rice producer enabling easy identification and streamlined access to insurance and credit products.

  • Transparent and objective indemnification triggered by climatic indices rather than individual loss assessments.

  • Integration of financial literacy and climate-smart agriculture training to strengthen farmers’ resilience beyond insurance payouts.

  • Multi-stakeholder collaboration involving insurers, government, international agencies, cooperatives, technical partners and re-insurers to ensure sustainability and scale.

 

KEY OUTCOMES:

  • 2024 Achievements

    • 44,158 rice producers insured

    • 20,714 rice producers indemnified

    • Total payouts distributed: 299,656,085 FCFA

    • Coverage across 93 agricultural cooperatives in 9 key agricultural zones

    2025 Targets

    • Expand coverage to 80,000 rice producers, targeting 125,000 by the end of project in 2026
