The initiative aims to strengthen both the financial and operational preparedness of participating countries to respond quickly to climate and other shocks in ESA. At the core of the REPAIR Program is the USD926 million Regional Climate Risk Fund (RCRF), which supports participating countries in strengthening their capacity for preparedness and immediate response in the face of emergencies.

REPAIR implements a Regional Climate Risk Fund (RCRF) offering a menu of financial instruments available to participating REPAIR countries to address moderate, severe and catastrophic shocks
• Mobilizes private finance through insurance and generate cost-effective returns through one common reserve investment strategy
• Pays quickly upon a shock (7 business days)
• Leverage international expertise in asset management
• Builds on existing country crisis management mechanisms
• Adds a robust governance framework to link the RCRF to country delivery channels
• Provides capacity building to MoFs and delivery channels on disaster risk finance, crisis simulations among others
• Team of regional experts and focal points working with the MoFs
The overall Project Development Objective (PrDO) is to strengthen the financial and operational preparedness of participating countries to respond quickly to climate and other shocks.
Phase 1 of the program is comprised of Comoros, Madagascar and Mozambique, with an additional five countries joining under Phase 2.
Ultimately, participation in REPAIR will grow to 12 participating countries in Eastern and Southern Africa, enhancing the resilience of an estimated 28 million people to natural shocks.
REPAIR is financed by the World Bank via the USD926 million Regional Climate Risk Fund.
It is managed by its project implementation unit, ARC Ltd, a hybrid mutual insurer and financial arm of the African Risk Capacity Group.
The program aims to mobilize a further USD795 million from private capital by 2031.
An additional grant of USD26 million from the Global Shield Financing Facility supports the implementation by ARC Ltd of Technical Assistance services for both financial and operational preparedness activities.
