He has worked in over 15 countries, including Madagascar, Niger, Senegal, Botswana, Côte d’Ivoire, Djibouti, and the Democratic Republic of Congo, collaborating with national governments, regional institutions, and international partners including the World Bank, AFD, the African Development Bank, the EU, and the ILO.
He has held senior consulting positions, notably as Partner at FTHM Consulting, and as a recurrent short-term consultant for the World Bank’s Finance, Competitiveness, and Innovation (FCI) Global Practice. His areas of expertise include institutional diagnostics, organizational development, strategic planning, project design and evaluation (mid-term, final, ex-post), business model development, public sector reform, and risk governance.
Hugo also has significant experience in leading sector studies, developing monitoring and evaluation frameworks, and facilitating multi-stakeholder dialogue processes. He has worked extensively on climate resilience and inclusive finance, including evaluations of the resilience of MSMEs to climate shocks and support to financial inclusion initiatives targeting women entrepreneurs (We-Fi Code).
