It is managed by its project implementation unit, ARC Ltd, a hybrid mutual insurer and financial arm of the African Risk Capacity Group.

The program aims to mobilize a further USD795 million from private capital by 2031.

An additional grant of USD26 million from the Global Shield Financing Facility supports the implementation by ARC Ltd of Technical Assistance services for both financial and operational preparedness activities.
